Key Terms Mayor-Person in Charge of a city or town Council-group of local citizens who pass local laws Trustee-local member of a small group of people who help a mayor or town president run the government. Riverdale is a Mayor-Trustee style of government. Commissioner-another word for a trustee Home-rule-in 1970 Illinois made sure to include information in its Constitution about cities and towns having the ability to govern themselves free from state interference.
